Utility Setup

Salem City and Xpress Bill Pay have partnered to provide this service for you.  You can now sign up online for Salem City utility services through Xpress Bill Pay.  When you click on the link below you will be directed to Xpress Bill Pay.  After creating an account, log in to Xpress Bill Pay and select "New Utility Sign Up" to begin the application process.  Once the application is completed and payment of the deposit and set up fees are received, Salem City will process your request for services. 

If you have an existing Xpress Bill Pay account, click on the link below and log into your account.  Click on ADD ACCOUNT (located in the top left hand corner), click on Salem City, and in the bottom right hand corner click on Request Utility Service.  (Note:  This feature is not available on the XBP App.)

If you request additional garbage can(s) and recycle cans(s) you will be required to keep them for one year.

The partnership between Salem City and Xpress Bill Pay provides many choices to manage your new utility account.  You can setup automatic payments, access account history, payment history and much more.  You can also choose to receive an electronic notification when a bill is available and due.

To sign up for utility services in person, please call the City Office and make an appointment.  For general billing questions we can be reached Monday through Thursday from 7:30 a.m. to 5:30 p.m. and Friday from 7:30 a.m. to 12 p.m. at 801-423-2770.
